Clean & Prosperous Washington engages in advocacy, lobbying, and public policy work to support effective, market-based climate policies that benefit the economy, communities, and the environment. As the 501(c)(4) advocacy arm of Clean & Prosperous, we focus on advancing and defending state-level policies that reduce emissions, drive innovation, and create good-paying jobs across Washington state.
Our core focus is the state’s nation-leading cap-and-invest system. Carbon markets like cap-and-invest cover more than 28% of global greenhouse gas emissions, and are the most effective, proven model for reducing pollution while growing the economy. Whether in Olympia or across the world, we’re working to ensure Washington continues to lead the way with our ambitious, proven emissions cap.
The Climate Commitment Act
A leading model worth protecting
The Climate Commitment Act is one of the most ambitious and effective pollution reduction policies in the world and a cornerstone of Washington’s clean energy future. It sets a declining cap on carbon emissions from the state’s largest emitters and reinvests revenues into communities through clean transportation, energy efficiency, wildfire resilience, and more.
Clean & Prosperous supported the successful “No on 2117” campaign in 2024, helping voters understand what was at stake in the effort to repeal the CCA. Working in coalition with community and business partners, we mobilized support to protect this landmark law—and the billions of dollars in healthy air and clean transportation investments it enables.
1. Transportation Electrification
- Reducing transportation emissions through the Clean Fuel Standard (HB 1409)
- Requiring and funding zero-emission school buses (HB 1368)
- $126M in incentives for truck decarbonization
- $40M for charging & clean refueling infrastructure for passenger vehicles and trucks
- Billions in CCA funding to electrify Washington state’s ferries and ports
- $128M for new EV charging infrastructure
2. Industrial Innovation and Decarbonization
- $10M to catalyze Sustainable Aviation Fuel (SAF)
- Promoting the alternative jet fuel industry in Washington (SB 5447)
- $49.8M in emissions reduction grants for hard-to-decarbonize industries
- $13.7M to reduce agricultural greenhouse gas emissions and support WA’s dairy industry (dairy digesters)
- $5M for resource sharing and waste reduction across industries (industrial symbiosis)
- Indoor Air Quality & Energy Efficiency Investments:
- $35M for the Weatherization Plus Health program
- $17M for classroom indoor air quality projects
- $10M for Clean Energy Community Grants
3. Policy Implementation
- Building and strengthening linkage with the California-Québec carbon market (SB 6058, HB 1975)
- Charting the path to a clean energy future with Washington’s largest utility (HB 1589)
- Establishing annual statewide emissions reporting to inform climate policy (SB 5036)
- Extending access to CCA-exempt fuel for agricultural use through 2030 (HB 1912)
- Streamlining clean energy permitting (HB 1216)
