We’re excited to announce that registration is now open for our Study Mission 6.0: Building Bigger & Faster in Texas

Each year, Clean & Prosperous study missions offer an unparalleled opportunity to learn about cutting-edge policy ideas, see innovative technologies first-hand, and connect with regional – and international – climate and clean energy leaders. This year will be no exception!

Why Texas? Because they are the undisputed clean energy growth leader in the United States, while Washington is dead last (for more on that, review our Build Sustainable High Impact Infrastructure Together report).

Solar, wind, and batteries are skyrocketing in Texas. Their interconnection timeline is comparatively minimal – especially in contrast to Washington and Oregon. Since Winter Storm Uri, they have made notable improvements to strengthen the resilience of their grid – and it’s working

Texas is also home to cutting-edge decarbonization technologies, particularly those that will help hard-to-decarbonize industries. The state is seeing significant investment and innovation in hydrogen, sustainable aviation fuel, advanced geothermal, and more!

  • When: Monday, May 11 – Friday, May 15, 2026
  • Where: Austin and Houston, Texas
  • Tickets: $3,650 per ticket. Prices will increase on March 14, 2026.

Months Ahead of Schedule, WA, CA, and Québec Take Significant Step Toward Linkage

This week, Washington California, and Québec released a draft agreement on how the jurisdictions can link their carbon markets. This represents a significant milestone for linkage and puts Washington state months ahead of schedule on finalizing a linkage agreement. 

Here’s why this matters: Linking the California-Québec-Washington markets would provide substantial near- and long-term benefits, including program durability, market stability, lower compliance costs, reduced pollution leakage risk, increased investment predictability, and the potential for enhanced collective ambition to reduce greenhouse gas emissions across jurisdictions.

“Despite federal attacks on environmental and clean energy programs, Washington, California, and Québec continue to lead the nation in driving down air pollution while generating revenue to invest back into local communities,” said Michael Mann, Executive Director, Clean & Prosperous. “We were proud to host leaders from all three jurisdictions at our 2026 Future of Carbon Policy Forum, and we’re thrilled to see linkage moving forward significantly ahead of schedule.” 

The Washington State Department of Ecology is accepting comments on the draft linkage agreement through May 1, 2026 at 11:59 p.m. The agency is hosting two public hearings to share more information April 22 and April 27.

Mapping Washington’s Climate Commitments Now Updated

We’ve updated Mapping Washington’s Climate Commitments, which is the single most comprehensive resource to track projects funded by the Climate Commitment Act (CCA). 

This latest refresh adds 516 projects totaling $136 million, bringing the map to 3,484 projects and more than $4.25 billion in total CCA spending tracked across Washington.

Highlights from this round of additions: 

  • $59 million for nearly 100 projects improving safety and connectivity on local streets statewide
  • $16+ million in school-related investments across 280 projects, primarily towards planning energy efficiency and climate upgrades in K-12 schools
  • $42.5 million across 33 projects restoring habitat, improving fish passage, and strengthening watershed resilience 
  • $5.1 million supporting 28 placements advancing clean energy and conservation projects across Washington

Mapping Washington’s Climate Commitments is a transparent, accessible tool showing how carbon market revenue is being reinvested into communities across Washington.
