What Happened at CCA Auction #13

This week, the Washington State Department of Ecology released the results from the first quarterly Climate Commitment Act (CCA) allowance auction of 2026. At this auction, prices settled at $65.36, triggering an Allowance Price Containment Reserve (APCR) auction. This auction brought in $182.7 million in new state funding for climate and clean energy projects, bringing total CCA revenue generated to-date to $4.72 billion. 

Notably, the $65.36 settlement price was the lowest since the December 2024 auction, and was significantly lower than the previous quarterly auction’s settlement price of $70.86. 

The drop in price could be in response to Washington, California, and Québec recently releasing a draft linkage agreement. As discussed in last week’s newsletter, linkage – among many benefits – increases market stability and lowers compliance costs, ultimately boosting investment predictability. It could also be a reaction to the eventual implementation of  HB 1975, which would steady compliance periods without altering Washington’s overall emissions reduction goals.
