Our long-time Executive Director, Michael Mann, will be stepping down after the selection of a new leader and a smooth transition to their tenure. You can read his letter about the transition here.
The new Executive Director will build on Michael’s excellent work to grow our team and advance smart clean energy solutions that strengthen Washington’s economy, improve public health, and create a more resilient future. They’ll join at an exciting and dynamic time for Clean & Prosperous – and Washington state – as we finalize linkage with the California-Québec carbon market, accelerate our clean energy buildout, expand our zero-emission transportation market, and develop commonsense, effective industrial decarbonization policies.

Washington to Link with California-Québec Market in 2027
At New York Climate Week, Washington Governor Bob Ferguson and California Governor Gavin Newsom provided an exciting update on linkage: Washington state has officially concluded its linkage process, and Governor Newsom has authorized California to move ahead with the final step to link the two markets.
This announcement confirms that Washington will be operating a linked market with California and Québec in 2027. As discussed in a previous newsletter, Washington market participants are clearly bullish on linkage, and we’re already seeing an impact on revenue generation and household affordability.
By linking with California and Québec, Washington state will join the fourth-largest carbon market in the world. Clean & Prosperous has been a long-time advocate for linkage: It will provide substantial near-and long-term benefits aligned with the Climate Commitment Act (CCA) goals, including program durability, market stability, lower compliance costs, reduced leakage risk, increased investment predictability, and the potential for enhanced collective ambition across jurisdictions.
After three years of work, Washington has officially completed regulatory changes needed for linkage. The California Air Resources Board (CARB) will now begin its own regulatory process needed to finalize linkage. Québec is also developing regulatory updates this year. Each year at our Future of Carbon Policy Forum, we present the award in honor of our late founder and his wife. It recognizes businesses making meaningful advances in clean energy innovation. Previous winners include Yakima Chief Hops, Edo, Group14, Myno Carbon, and Kenworth Truck Company.
